Korea Tax Refund for Tourists 2026: Eligibility, Limits & Process

Quick answer: Eligible shopping may qualify for a tourist tax refund, but it is not a guaranteed 10% cashback on the amount you spend.

Why “10% back” is misleading

A 10% tax calculated on a pre-tax price is only about 9.09% of the tax-inclusive total: a ₩110,000 item with a ₩100,000 pre-tax price contains ₩10,000 tax. Processing charges can reduce the refund further. Use the amount quoted on your refund document, not a flat percentage.

Eligibility and immediate refunds

KTO's guide describes qualifying nonresident foreign visitors staying less than six months and earning no Korean income. Eligible goods must be bought from participating shops and exported unused within three months. Different conditions apply to overseas Koreans.

For immediate refunds, the purchase must be at least ₩15,000 and less than ₩1,000,000, within the ₩5,000,000 trip purchase limit. Exactly ₩1,000,000 is not below the per-transaction ceiling. Ask the store which refund method your purchase qualifies for.

At the shop

Bring your passport, request the refund paperwork and check the refund operator before paying. Participation varies by branch. Keep receipts and eligible goods available for inspection.

At departure

Follow customs export-confirmation instructions before handing over checked luggage containing refund goods. The refund operator then handles payment through its available channels. Desk locations and methods can change, so follow current airport signs rather than an old gate number.

Make a simple receipt folder

Keep refund documents together with a note of which purchases were already refunded at checkout. Separate completed refunds from documents still needing action; this is easier than searching your shopping bags in a departure queue.

Allow extra airport time if you have high-value goods or several refund operators. Ask the airline and customs counter how to handle luggage that must be inspected before check-in. Do not assume a photograph of an item will replace inspection.
